It would be superfluous, in any case, to tell the Governor that he cannot interfere with export of arms under the Foreign Enlistment Act, which he probably knows; what he does not know and wants to know (as he asked also in 653064 three times about it) is whether H.M. Government desire him to prohibit Export (he clearly means) of arms under local Ordinance referred to in 2130.

So the telegram drafted on this paper need not go, whatever is decided in consequence of 45.107-2130/7
